Aelita2 pu's manufacturer

when looking for former Soviet logo's I found one on a Site about army toys.This logo is the same as on the back of the pick-up's of an Aelita2 guitar.
At the Site this text was mentioned also , but I'm unable to translate .It's something to do with "Melodia " at Tulbskoe or so...
Can someone explain the full text and eventually add some more info if possible?
To make it clear : the logo is on the back of the pu's of my Aelita2 , but the logo and the additional text I found on a Site with boy's armytoys under number 99 .The're also some other logo's (such as Chernigov and so ) but that's for another item.
So that factory made the Aelita2 pu's and also toys ( as we all played with in our childhood...I presume...)

Look here. Will find a familiar logo?
It is the well-known Russian armytoy - the Tula accordion.

Tula , not so far from Eletz & Voronez , names that are known in the guitar world .
I've Googled the text but it doesn't seem they mentioned pu manufacturing.
But nevertheless , since the logo is identical , the Aelita2 pu's were made there !
